  1. **  What is Amateur Radio?

  3.         Amateur Radio is a non-commercial radio communication service whose
  4.         primary aims are public service, technical training & experimentation
  5.         and communication between private persons.  Amateur Radio operators 
  6.         are commonly called hams.  Hams often communicate with each other
  7.         recreationally but also provide communications for others at public
  8.         events or in times of emergency or disaster.

  12.         The answer to this question differs in every country.  But
  13.         in the USA, anyone who is not a representative of a foreign
  14.         government can be an Amateur Radio operator.  There are tests
  15.         that you must pass to get a license, however the tests are quite
  16.         simple. On that general level, the requirements are probably similar 
  17.         in almost every country.
